Specifics of PSA activities at the new build NPP project with Russian type WWER-1200 reactors PAKS 2 (Hungary)

February 5. 2026. became a milestone for the ongoing new-build nuclear power plant project Paks2 (Hungary) with two units WWER-1200. With the start of pouring concrete the project was granted the status of a nuclear power plant under construction by the International Atomic Energy Agency.
Paks2 project has specific status from many points of view. These WWER-1200-s are being built in harmony with an EU member country juridical environment, licensing process, Nuclear Safety Code and industrial standards (with exclusion for mainly primary circuit equipment for what use of the Russian standards is permitted by Hungarian legislation) etc. Units have Russian prototype (Leningrad-II) however design has been changed in many aspects. Among others Paks2 shall be appropriate for maneuvering, design had to be completed with some new safety systems, some of other systems are under improvement or redesign due to safety requirements, etc. Due to these modifications Paks2 shall have own safety justification.
Due to special conditions of the project, it is important to present PSA and PSA-related activities, including the IAEA reviewed PSA (completed by the Main Contractor), use of the PSA in the design and licensing process, implementation of alternate PSA and PSA applications using independent from the Main Contractor methods, tools and analytical contractor background.
Main topic of the presentation is to introduce use of PSA for definition of Risk Informed Licensing Groups (RILG), and for RILG classification of safety related components – a PSA based application that has been initiated by the PSA group of Paks2 Project and developed by the Nuclear Safety Institute NUBIKI (Hungary). This application is a key application in licensing of almost 30 thousand of components per unit.
