Design Requirements and Special Treatments Development Process for Xe-100

The Xe-100 employs a risk-informed, performance-based methodology to identify and apply special treatment (ST) requirements for safety-significant structures, systems, and components (SSCs). This paper presents a systematic approach for selecting design and programmatic ST requirements that provide assurance beyond normal industrial practices, ensuring SSCs meet reliability and capability targets throughout their lifecycle. The process integrates probabilistic risk assessment (PRA), safety analysis, and defense-in-depth principles to classify SSCs as Safety-Related (SR) or Non-Safety-Related with Special Treatment (NSRST). A structured workflow is outlined, including the derivation of reliability and capability targets, hazard evaluation, and assignment of STs through an Integrated Decision-making Process (IDP). The methodology emphasizes targeted application of nuclear-grade requirements to critical SSC functions while leveraging industry-standard practices for NSRST components, supplemented by monitoring and maintenance programs that are defined to meet reliability and capability targets selected via the IDP. Key outcomes include improved alignment between licensing basis events (LBEs), design requirements, and operational programs such as quality assurance, environmental qualification, and reliability integrity management. This approach supports regulatory compliance under NEI 18-04 guidance and enhances confidence in the Xe-100’s safety performance, offering a scalable framework for advanced reactor designs.
